Wutip Slams into Hainan as Severe Tropical Storm, Second Landfall Expected in Guangdong

China braces for heavy rains, strong winds, and a second landfall along the Guangdong coast.

Severe Tropical Storm Wutip, the first named storm of the 2025 Pacific typhoon season, made landfall near Dongfang City, Hainan, China at approximately 23:00 local time on June 13, 2025. The storm struck with maximum 10-minute sustained winds of 108 km/h (67 mph) and a central pressure of 980 hPa, bringing torrential rain and gale-force winds to the island.

The storm had previously caused widespread damage in Hainan after its initial landfall on June 13, and earlier, brought intense rainfall, flooding, and significant disruptions to central Vietnam.

Emergency Measures and Forecast Track

Ahead of the storm’s arrival, Guangdong Province elevated its emergency response to Level III at 21:00 LT, activating enhanced typhoon and water conservancy protocols. Guangxi followed suit with a Level III response at 17:00 LT the same day.

Wutip is now moving north-northeast at about 15 km/h (9 mph) and is forecast to make a second landfall on June 14 in the coastal zone between Xuwen (Guangdong) and Beihai (Guangxi). After this landfall, Wutip will track northeastward inland, where it is expected to weaken gradually.

Rainfall and Flooding Concerns

Wutip is unleashing heavy to torrential rainfall across a wide area, including Hainan Island, southeastern Guangxi, central and southern Guangdong, eastern and southern Fujian, and southern Taiwan.

  • Western Hainan, southeastern Guangxi, and southwestern Guangdong may receive 100–200 mm (4–8 inches) of rain.
  • Localized rainfall totals of 250–300 mm (10–12 inches) are possible, especially in western Hainan, increasing the risk of flash flooding and landslides.

Wind and Sea Conditions

Wutip is bringing strong winds and rough seas across the Western South China Sea, Beibu Gulf, and Qiongzhou Strait, as well as around the Xisha and Zhongsha Islands and coastal areas of Hainan, Guangdong, and Guangxi:

  • Sustained winds of 40 to 75 km/h (25 to 47 mph) with gusts of 75 to 100 km/h (45 to 65 mph) are expected through June 14.
  • Some localized areas in the Beibu Gulf could see winds up to 115 km/h (75 mph) with gusts possibly reaching 120 to 220 km/h (75 to 140 mph), particularly near the storm’s center.

Outlook

Though weakening, Wutip remains a dangerous system due to its widespread heavy rain and strong winds. Residents in affected areas are urged to stay alert, avoid coastal activities, and monitor official forecasts and emergency alerts.
